Here it says "Kol ha'Alos ka'Kesuvos Al ha'Sefer." In Melachim II, 22:16 it says "Es Kol Divrei ha'Sefer"!

Malbim: Here it explains that they read only the Tochachah (curses) in Sefer Devarim 1 . The Sefer was rolled to there (Yuma 52b).

I do not understand how this resolves why it says there "Es Kol Divrei ha'Sefer." (PF)

Here it says that they read the Sefer in front of the king. In Melachim II, 22:16 it says that he himself read it!

Radak (Melachim II, 22:16): He commanded to read it. It is as if he read it. The same applies to "va'Yiven Shlomo Es ha'Bayis" (Melachim I, 6:9).

Radak citing Sukah 38b: This teaches that one who hears is like one who recites.
