Ramban: The sequence follows the order of importance: first, those who donated gold, then those who donated materials and skins (which was also rare) 1 and finally those who donated silver and copper.

Which explains why the Torah writes here "ve'Chol Ish", like it did in the previous Pasuk (Ramban).

Why does the Torah write "ve'Chol Ish asher Nimtza Ito"?

Ramban and Moshav Zekenim (in Pasuk 22): Because only a small number of people had these materials. And the Torah Pasuk 24 writes "ve'Chol asher Nimtza Ito", since even fewer people had cedar wood.
