What do we learn from "me'Rov Ashukim Yaz'iku"?
Rashi: The victims of oppression will alert people in front of Him.
Ibn Ezra: Do what you want - it will not help nor harm Hashem. However, He will hear the cries of the esteemed oppressed. It is better to say that me'Rov means due to the grandeur (and not many), for the Seifa mentions the multitude of the oppressed.
Malbim: If you will ask why Hashem does not punish Resha'im who destroy the world (e.g. pirates), Hashem fixed this via man's nature. Hashem gave to all living beings Kelim and natures to be guarded from their enemies and survive, and all the more so to man, the choice creation. I.e. He made man's nature to make society with etiquette, rules and to eradicate evil. If there are a minority of murderers and plunderers, the majority will eradicate them. Our verse teaches this - the many victims will arouse everyone.
Why does it say "Yeshave'u mi'Zero'a Rabim"?
Rashi: Aniyim will turn to Hashem due to their many oppressors.
Malbim: The people of the country are always the majority. They will gather to eradicate the minority of oppressors, and save the oppressed.
