Why does it say that there was no Pesach like this from the days of Shmuel ha'Navi?

'Rashi' #1, Rashi (Melachim II, 23:22) #2: There was no Pesach like this in Yerushalayim from when Malchei Yisrael and Malchei Yehudah ruled, that all of Yisrael came to Yerushalayim. The kingship was split from the days of Yaravam, and [the 10 tribes] went to the calves in Beis Kel and Dan. Now that the 10 tribes were exiled and Yirmeyah returned them and Yoshiyah ruled over them, they all came to Yerushalayim. 'Rashi' ? in the days of a Shofet, he saved Yisrael from their enemies and forced them to serve Hashem all his days 1 .

'Rashi' #2: There was not a Pesach like this in which the king and the nobles gave to people animals for Korban Pesach and cattle for Korban Chagigah. He commanded the Leviyim to give to each person according to his needs.

Rashi #1 (Melachim II, 23:2): So many people did not gather for Pesach from the days of Shmuel. Also he returned Yisrael in Teshuvah and gathered them to Mitzpah.

Radak: All Yisrael had one heart to serve Hashem. So it says in Shmuel I, 7:2, 4, "va'Yinahu Kol Beis Yisrael Acharei Hashem", "va'Yasiru Bnei Yisrael Es ha'Be'alim v'Es ha'Ashtaros va'Ya'avdu Es Hashem Levado." Also the Pesach that Chizkiyah did, many of Yisrael were not there, and they insulted the Ratzim that Chizkiyah sent (above, 30:10), and many of those in Yerushalayim were Tamei, and ate Pesach b'Tum'ah 2 .

Malbim citing Mahari: It was not done in Taharah, with eradication of idolatry and removal of the Bamos until that time. Also, now all the Jews in Eretz Yisrael gathered.

'Rashi': This is difficult. In the days of Shmuel, David and Shlomo, Yisrael were serene in their land and had one king and their hearts were to Shamayim!

Surely they did Pesach every year of Chizkiyah's reign! After the first year, there was time for people to become Tehorim! (PF)

Here it says that that there was no Pesach like this from the times of Shmuel ha'Navi. In Melachim II, 23:22 it says from the days of the Shoftim!

Radak: These are the same. Shmuel was a Shofet [and in his days the kingship in Yisrael began ? Radak Melachim II, 23:22].
