Why does the Torah insert this (otherwise superfluous) Pasuk?

Rashi: To teach us that the three Arei Miklat that Moshe set aside in Eiver ha'Yarden 1 will not take effect until Yehoshua designates the other three in Eretz Yisrael.

What are the implicatons of the word "Sheish Arei Miklat Tih?yenah lachem??

Sifri: It implies that the Arei Miklat are effective even for residents of Chutz la'Aretz who murdered. 1

Sifri Zuta: It precludes an Ir Miklat from becoming an Ir ha'Nidachas. 2
