How will we reconcile this Pasuk with Pasuk 12, which writes "ve'Hayu lachem le'Miklat", to preclude Geirim?

Makos, 9a: Pasuk 12 is referring to a Ger Toshav who killed a Yisrael, whereas the current Pasuk is referring to a Ger Toshav who killed a Ger Toshav. 1
