Sometimes it says [like here] "vi'Hyisem Li l'Am v'Anochi Ehyeh Lachem lEi'lokim." Sometimes (e.g. Vayikra 26:12) the order is reversed!

Malbim: From now everything will be via arousal from below. Since you will be prepared only for Kedushah, you will always first be to Me an Am, and via this I will be to you Elokim. Even though initially, the arousal was from above ? "v'Zarakti Aleichem Mayim Tehorim" (25), afterwards they will begin to do good deeds via their good nature.
