What do we learn from "Yagid Alav Re'o"?

Rashi: The friend 1 will tell them to check their deeds and repent to him.

Ibn Ezra: The Teru'ah (thunder) tells about the rain (that it will come). This is like "va'Yishma Yehoshua Es Kol ha'Am b'Re'o."

3.

Malbim: When the electricity leaves the vapors, there is lightning and thunder; this tells that the clouds broke, and rain will fall.

What is "Mikneh Af Al Olah"?

Rashi: This (Teshuvah) is the Kinyan via which rain is acquired, even high above. "Al" is like "Yashuvu Lo Al", or "Hukam Al."

Rashi citing Ta'anis 8a: One who is haughty, he acquires anger 1 .

Ibn Ezra: Even though the Mikneh and Olah (flock - this is like "Alos Alai") sense when rain is about to come. People have many signs in cattle and flock [to know when rain will come, e.g.] they sleep on their right side, and also in Chayos.

4.

Malbim: The verse depicts that a Teru'ah of thunder comes out, like Teru'ah from a hollow Kaneh (flute) of Af (anger), and the sound goes above.

Rashi: However, the Patach (Katan, which we call Segol - PF) under the Nun shows that Mikneh is not Samuch (connected to) to Af. If it were Samuch, it would have a Kamatz (Katan, which we call Tzeirei - PF) under the Nun! Also, the Trup (note) of Mikneh (Revi'i) shows that it is not Samuch to Af.
