Malbim: Bnei Edom destroyed Bayis Sheni. Meshech and Tuval were with them. The Romans who destroyed it were the head of the nations; afterwards they were called on the encompassing name Edom, based on their Emunah 1 , like early Meforshim said. Hashem wants that in the end of days, they will gather there in the place of evil with Bnei Yishmael, that Yisrael suffered many evils under them in Galus.

Esav was called Edom (Bereishis 36:8). Malbim teaches that even if the Romans did not descend from Esav, since they adopted his seed's creed, they are called Edom. (PF)
