What is the meaning of "Mi Pilag la'Shetef Te'alah*...?
Rashi #1 (based on Bava Basra 16a): Iyov suggested that due to Se'arah (a stormy wind), the punishment intended for Oyev (the enemy) was mistakenly give to Iyov. In Arabic, hair is called Shitfa. Every hair on the head is fed from its own follicle. If two hairs would come from the same follicle, the person would be blinded. I did not confuse two hairs. Did I confuse Oyev and Iyov?! This explains "Min ha'Se'arah" (1).
Rashi #2 (based on Bava Basra 16a): I created clouds, with so many drops of water; each has its own cavity. If two drops would come from the same cavity, they would make the ground muddy 1 [and unable to bear fruit. I did not confuse two drops. Did I confuse Oyev and Iyov?!]
Ibn Ezra: Who made ponds from rainwater? "Pilag" is like "Peleg Elokim Malei Mayim."
Malbim: Everything about water is in the proper measure. It would be proper that vapors that rise, they descend in a flood of rain at once. Hashem arranged that rain falls one drop at a time, each in its own channel.
What do we learn from "v'Derech la'Chaziz Kolos"?
