What is the meaning of "v'Shisheisicha"?
Rashi: This is like v'Hiseticha (I will entice you), like "Lo Yasi Oyev Bo" (Tehilim 89:23).

Why does it say "v'Ha'alisicha mi'Yarkesei Tzafon"?
Malbim: You will ascend a second time on the mountains of Yisrael for war. The first time it says "v'Hayah? b'Yom Bo Gog Al Admas Yisrael" (38:18) ? he will fall immediately when he comes to their border and land. The second time he will reach Harei Yisrael and besiege Yerushalayim.
