Hadar Zekenim (in Terumah, 25:8, citing a Midrash): Chanukah (the twenty-fifth of Kislev) complained that the Mishkan should have been erected on it, and Hashem repaid it and a miracle was performed for Yisrael [on that day, in the time of the Chashmona'im]. See also Ba'al ha'Turim.

What is the connection between the two halves of the Pasuk?

Seforno: The Torah is coming to teach us the completion of the Mishkan was attained by the whole of Yisrael - some people donated the commodities, whilst others performed the work, eachy group according to what was required, no less and no more.

Why does the Torah here write "va'Teichel Kol Avodas Mishkan ... ", and in Melachim 1 7:51, in connection with the completion of the work for the Beis ha'Mikdash, "va'Tishlam Kol ha'Melachah"?

Riva (citing R"M of Kutzi): Because the Mishkan was only finished (erected) in Nisan, and in reply to Tishri's complaint that nothing was done on it, Hashem promised it that the work of the Mikdash would be completed in Tishri. And "Vatishlam Kol ha'Melachah" implies that Hashem's vow was fulfilled.
