Why does it say "Chatas Ami Yochelu"?

Chatas is only for Shogeg. How can one entice another to sin b'Shogeg? Perhaps they condoned matters that can lead to a Chiyuv Chatas, e.g. to read on Shabbos via light of an oil lamp. (PF)
What is the meaning of "v'El Avonam Yis'u Nafsho"?
Rashi: The Navi looks forward to the sin of Yisrael, so they will bring to him money and Korbanos for atonement! Radak #1 ? this is like "v'Elav Hu Nosei Es Nafsho" (Devarim 24:15).
