The feminine is used for the city, or the congregation. Now you are close to being exiled from your land ? why do you still mourn and cry? Remember the day of consolation and salvation!

What do we learn from "ha'Melech Ein Bach Im Yo'atech Avad"?

Radak: Your king and advisor is Hashem. Even though now He hides His face from you, He is still your king and advisor. If He will expel you now from your land, He will redeem you from Galus Bavel, and a time will come when He will redeem all of Yisrael who are scattered and cast off to the ends of the land ? "v'Atah Ne'esfu" (11).

Malbim: This is said in astonishment. You still have a king and advisors. Why "Hechezikech Chil ka'Yoledah" (refer to 4:9:4:1)? Why do you not strengthen yourself?

Malbim: A woman who gives birth, when her womb is about to open and the fetus will come out, she is seized with fear and contractions. So the city, its gates will open, its residents will go to Galus and much blood will be spilled in it.
