Rashi: The enemies who conspired to fight the Jews, they gathered with Jews among them in their lands. Those Jews came in front of the [Jews'] army, like the way of soldiers, to speak to us. In this way, they tricked the enemies 1 .

Malbim: Jews who lived in the cities of Tzarei Yehudah.

Rashi implies that the enemies revealed their intent in front of Jews in their lands, for they trusted them not to warn their brethren in Yehudah. (PF)

Why did they say so 10 times?

1.

Rashi: They warned us to fight the enemy, for the enemy comes for war.

Malbim: We will know that this is not a fabricated matter.

Why did they say "mi'Kol ha'Mekomos Asher Tashuvu Aleinu"?

Rashi: Wherever you are spread out in building the wall, be careful to gather together when the enemies come to fight us.

2.

Ibn Ezra: They said, wherever you go at night after building [during the day], the enemy wants to come upon us.

3.

Malbim: It is not just some of the enemies. All the evil neighbors of Yehudah say so! The enemies revealed from where they will come to fight. We must cease building and gather to fight them there!
