Why were Bnei Shimon taught here?

'Rashi' (here and 27), Radak: The Sefer discusses their lineage and cities before Reuven, because Shimon dwelled in Yehudah's portion - "me'Chevel Bnei Yehudah Nachalas Bnei Shimon." Shimon did not get their own portion - "Achalkem b'Yakov va'Afitzem b'Yisrael" - they will teach [children] in Batei Kenesiyos (Bereishis Rabah 98:5). "Va'Yetzei ha'Goral ha'Sheni l'Shimon? b'Soch Nachalas Bnei Yehudah" - the lottery was to determine amidst which Shevet Shimon will inherit. "va'Yomer Yehudah l'Shimon Avhiv Ale Iti b'Gorali" - in the portion that I gave to you. Refer to 4:27:2:1.

Is Nemu'el "Yemu'el" written in Vayigash and Va'era?

Radak: Yes. In Parshas Pinchas, he is called Nemu'el. In Ivris, often one or two letters of the name of a person or city change. Sometimes the entire name changes.

Do we find Yariv in the Torah?

Malbim: He is Yachin (Bamidbar 26:12).
