Why does it say "Eleh Areihem Ad Meloch David"?
'Rashi', citing R. Eliezer bar Meshulam and R. Shlomo bar Levi: When Yehudah increased, they complained about Shimon, and wanted to expel them in the days of Sha'ul, but they could not. When David became king, Yehudah requested from Shimon [to return] the land that they lent to them 1 ; David expelled them. Sha'ul did not do so, due to his hatred of David, who was from Yehudah.
Radak (27): When David became king, Yehudah became stronger and expelled Shimon from their inheritance, and Shimon sought an inheritance - "va'Yelechu li'Mvo Gedor?; u'Mehem Min Bnei Shimon Halchu l'Har Se'ir." "Zos Moshevosam v'Hisyachsam" (33) refers to five cities from which Yehudah did not expel them.
Malbim: When David became king, Tziklag belonged to Malchei Yehudah; it was removed from Shimon's inheritance.
Was it only a loan? The lottery said that Shimon will inherit amidst Yehudah! Should Shimon be left without any land? The Leviyim received cities, and the Torah warns us not to abandon them (refrain from giving to them Ma'aser), for they have no inheritance [of farmland] with us (Rashi, Devarim 14:27)! (PF)
