What is the comparison to a shepherd?

Rashi: He gathers sheep with his arm, and carries them in his bosom.

Radak: A good shepherd, he gathers the small lambs 1 that cannot go like other animals, and carries them in his bosom. So Hashem will conduct Yisrael from Galus slowly. He will support every ill and broken person.

Malbim: He gathers in his arm the newborns that cannot walk at all, and carries them in his bosom.

Why does it say "Edro"?

Radak citing his father: A shepherd has more mercy on his own flock than on what he is hired to guard for others. Malbim - so Hashem will have mercy on His nation to take them out and conduct them by Himself, for they are His acquisition and inheritance, and not due to reward like one who tends another's flock.

What is the meaning of "Alos Yenahel"?

1.

Rashi citing Targum Yonasan: Menikasa b'Ni'ach Medabar (he conducts the nursing flock). Malbim - he conducts them with his other hand (refer to 40:11:1:2*), amidst mercy on them.

Radak: Alos are the mothers of the small lambs. He conducts them gently, and does not pressure them. They are called Alos due to their children, like "Ul Yamim" (65:20) - they are next to their mothers to nurse.
