Why does the Torah write "Vayechal Moshe es ha'Melachah", implying that he did all the work?

Moshav Zekenim: Since he erected it and put everything in its place, it is the final Melachah and anyone who finishes a Mitzvah, the entire Mitzvah is named after him.
