What is the meaning of "veha'Ra'av Kaved ba'Aretz"?

Ha'amek Davar: It was Batzores - some were hungry, and some were satiated. However, it was unlike other Batzores years, in which grain is expensive, and the poor are hungry and the rich are satiated. If so, it would not be Kaved (harsh), for also the poor are financed with difficulty. Here it was the opposite. The poor subsisted on simple foods (other than grain), and the rich were hungry. They had no way to get bread there. They detested other foods due to their natures, and needed to send to Egypt to get food.
