What is the meaning of "Lo Duk'u"?
1.
Rashi: Their heart was not humbled from their evil.

Radak: They were not humbled, and they did not make themselves subdued due to the punishment that came to them for their evil.

Malbim (9-10): Perhaps they deny that their sins caused their afflictions. Therefore the afflictions did not subdue them, and they did not fear the punishment. They did not follow My Torah, for they did not see the punishment that comes to one who transgresses the Torah.
