What is the meaning of "Korei mi'Mizrach Ayit"?
Rashi #1: From Eretz Aram, which is in the east, I called Avraham to take My counsel. Ayit is [an expression of counsel,] like "Hasiv Eta u'T'em", "Isya'atu Kol Sarchei Malchusa" (Daniel 2:14, 6:8).

Radak: It is Koresh. He will execute My counsel for Bavel.
Malbim: Koresh will also fulfill My counsel to save Yisrael, and permit them to build the Bayis. Regarding this it says "me'Eretz Merchak", for he is far from Eretz Yisrael.
Why does it say "Dibarti"?
Rashi: I told the four exiles [to Avraham] at Bris Bein ha'Besarim, like it says in Bereishis Rabah (44:17)
Why does it say "Yatzarti Af E'esenah"?
Malbim: This is a new matter, via a miracle.
