Rashi: The Torah says that he brings seven (Bamidbar 28:11); our verse teaches that if he cannot find seven, he brings six. What is the source that if he can find only one, he brings it? "Ka'asher Tasig Yado" (7).

What do we learn from "Yihyu"?

Above we expounded that they are not Me'akev each other! Rashi (45a) - if we have two bulls, or seven lambs, we cannot offer only some; we must offer all of them.
