How does Hashem rebuke people?
Rashi: It is via afflictions. Just like He heals these pains, so I seek that afflictions come to me! You should have accepted them, and not despised them!
Malbim: Just like some of man's actions are via choice, and some are forced via Hashgachah, the same applies to punishments. Some are via his bad choice - "le'Evil Yaharag Ka'as." Via too much eating or intimacy, one can become ill or weak. Some are via Hashgachah, for Kaparah or to make him repent. The former are evil; the latter are Tov and Chesed. "Ashrei Enosh Yochichenu Eloka" are light afflictions, to lean him to the good path. "Musar Shakai" are harsh afflictions to atone for past sins - also this, "Al Tim'as."
What is the difference between Tochachah and Musar?
Devar Eliyahu: Tochachah is only debate - "Lechu Na v'Nivachechah." Musar is in action - "Musar Hashem Bni Al Tim'as", when He afflicts you, "v'Al Takotz b'Sochachto" - in words of rebuke. Regarding Tochachah it says Ashrei - he is fortunate to hear words of rebuke. Regarding Musar it says "Al Tim'as" - even if it strikes you in deed, do not despise it. We find like this with Na'ami - "Hashem Anah Vi v'Shakai Hera Li." Anah Vi" is verbal rebuke 1 - "Ashrei Enosh Yochichenu Eloka." Shakai Hera Li is like Musar Shakai. Hashem's verbal rebuke is below - "Yigleh Ozen Anashim","Yegalu Shamayim Avono."
I do not know a source that Hashem rebuked her verbally. Also, why would she not heed it? (PF)
