Radak citing Targum Yonasan: It is a shield.

Radak: It is like a spear, like it says "va'Yischak l'Ra'ash Kidon", "Lahav Chanis v'Chidon" (Iyov 41:21, 39:23).

Why does it say "Aruch k'Ish la'Milchamah"?

Radak: Each one of them 1 is armed with all weapons, like a man who wants to fight his friend arms himself.

2.

Malbim: The horses are prepared for war like people.
