Radak according to Kli Paz: Who can show that I am culpable? Many said that he is evil; they will be consumed like a garment that moths eat. Yarshi'eni is like "v'Hirshi'u Es ha'Rasha" (Devarim 25:1), "Asher Yarshi'un Elohim" (Shemos 22:8).

Why does it say "ka'Beged Yivlu Ash Yochlem"?

Malbim: A garment is worn out via great use. Moths eat it when it is not used. Regarding a Ba'al Riv, who has claims, he will wither like a much used garment, if he exceedingly brings claims and proofs. A Ba'al Mishpat says overt Sheker. One leaves his words (he need not refute them); moths eat them, for no one touches them.
