What is the comparison to bears [and doves]?
Radak: Bears' voices are like wailing, and also doves' - "k'Yonei ha'Ge'ayos Kulam Homos" (Yechezkel 7:16).
Radak citing Targum Yonasan: We are trampled in front of our enemies who gathered against us like bears.
Malbim: A bear comes with strength. So we hope for Mishpat with a strong hand. We think that we are worthy based on our deeds. Doves chirp in a weak voice. We hope for salvation amidst Chesed. It exists, for Hashem is Rav Lehoshi'a, but "it is far from us", due to our deeds.
What is "Hago Nehgeh"?
Rashi: It is an expression of wailing.
What Mishpat do we hope for?
Radak: Kel will wage our judgment against our enemies.
Why does it say "va'Ayin"?
Malbim: The Mishpat is not, for we do not have [good] deeds.
