What is "Hachil"?

Shabbos 119b: Yerushalayim was destroyed because they stopped children from learning from their Rebbi. The anger was poured out because children were outside.

Where is "ba'Chutz"?

Rashi: It is in the market.

Radak: The enemy will kill babies outside, without mercy, and so the anger is spilled [outside].

Why does it say "v'Al Sod Bachurim Yachdav"?

Radak: Their strength will not help them. "Sod" is a group. They join together with one counsel, and it does not help.
