What is the significance of "Elokei Marom"?

Sha'arei Teshuvah 1:25: This informs how much should be bent and humbled, one who rebelled against the One who is elevated over all.

Malbim: He is called Elokim due to His harsh judgment. He is "Elokei Marom" ? one who sins against Him deserves a great punishment.
