Rashi: It is Eretz Yishmael. It is low, and water flows to there.

Ibn Ezra: It is Arabia. Most live in the great Midbar, which has no water.

What is the meaning of "Kivu"?
1.
Rashi #1: This is an expression of a Kav (line) stretched.

Rashi #2: This is like "Yikavu ha'Mayim" (gathering).
