What is the question "ha'Yachteh Ish"?

Rashi: Will a man draw coals in the bottom of his garments, and they will not burn? Chatiyah of coals is always drawing, like it implies, that he fills the Kli in the fire.

Malbim: There are two Meshalim. (a) He will draw coals in his garment. Surely it will totally burn his garments! (b) Refer to 6:28:1:1.
