What is the significance of not having officers?

Rashi: There is no one to rebuke it, make it zealous, or take from it what it stole from its colleague. Even so, (refer to 6:8:1:1).

Malbim: Sometimes people act with a Midah, even if it is not a good Midah, because the officer conducts so among them. He stands at their end, due to his importance, and all do like his deeds. Or, a Shoter (enforcer) or ruler forces people via his Shoterim. An ant does not act due to these!
