Malbim: In the first 30 days that the king was in Bavel, these Sheluchim came from all nations and Medinos. They said that they agreed to strengthen the kingdom in the eyes of all nations. During these 30 days, everyone will bring his request to the king himself. This is both in matters from a man, the king is prepared to fill every request, for he desires Chesed, and his hand is wide and open to fulfill everyone's request, and also Tefilos to Hashem. They will request from the king, for his hand is like Hashem's, to fulfill all requests 1 . One who requests from another, it is as if he denies the king's Chesed or ability.

Can the king heal all the sick, give children to all barren women, give Chochmah to simpletons, make Shalom between nations and in every family??! Even monetarily, can [or would] he fulfill every request? Everyone desires double his current wealth, and when he gets it, he desires twice that amount? (Koheles Rabah 1:1:13)! (PF)
