Radak #2: It was a second hall in front of Ulam ha'Kisei; it was a Beis Sha'ar to Beis ha'Mishpat. Targum Yonasan (he made a corridor of Beis Din) means like this.

Malbim: No. The Sanhedrin 1 sat and the litigants stood in Ulam ha'Mishpat, in front of Ulam ha'Kisei.
