Malbim: This refers to Hashem overseeing the world with Hashgachah according to Din.

What is "Chomas Anach"?

1.

Rashi, from Targum Yonasan: The wall of judgment. Also Dunash explained so. Anach is Arabic ? it is a plumb-line via which a builder straightens the row that he builds. Also here it refers to a plumb-line of [straight, correct] Mishpat.

Radak: Anach is tin. In Arabic, tin is called Anak. A builder's plumb-line is made from tin or lead. Chomas Anach is a wall built with the line of Din and the plumb-line of Mishpat. Hashem was holding the plumb-line of Mishpat to judge them according to their deeds.

Radak citing Vayikra Rabah 33:2: It is the wall of Ona'ah.

Malbim: It is a wall built with Midah and balance. This depicts Hashem's entire creation ? the wall that encompasses the entire existence. It was built with Midas ha'Din and Anach of Mishpat. The balance and scales of Mishpat, all are arranged with Midas ha'Din and general Hashgachah. Hashem oversees the Klal of existence with judgment and Mishpat.

Why does it add "uv'Yado Anach"?

1.

Radak: This shows that He will not eradicate them according to their deeds. [Even though] vengeance and mercy are b'Yado, He is Rav Chesed, and leans towards Chesed (Rosh Hashanah 17a).

Radak, according to Vayikra Rabah 33:2: He is like a creditor holding a document ? He will collect from the one who owes Him.

Malbim: Even though the building was already finished, he holds the Anach to measure afresh. I.e. apart from the general Hashgachah arranged from six days of creation, He constantly oversees with personal Hashgachah to punish sinners with special Hashgachah according to the individual Mishpat, based on the time and subjects.
