Why does it say "Re'eh Amecha v'Shivtecha"?
Radak: The Navi addresses Hashem. [He requests] that He take Yisrael out of Galus and tend them with His staff, like a shepherd tends his flock and leads them gently with his staff.
Malbim: When the Navi saw the length of the Galus, he prayed that Hashem have mercy on them in these times. Even if You need to strike them during the days of their Galus, tend Your nation with Your Hashgachah, like a shepherd tends his flock. Do not strike them with a staff of one who wounds, rather, rebuke them with Your staff ? a staff for people.
Why does it say "Shocheni Levadad"?
Rashi #1: They will dwell securely, alone.
Rashi #2, Radak #2: Those who dwell in forests will not fear Chayos ha'Sadeh, like those who dwell in Karmel, which is settled with fields, vineyards and trees. And so it says "v'Yashnu 1 ba'Y'arim" (Yechezkel 34:25).
Radak #1: This is like Shochen. (The Yud is extra, like "ha'Yoshevi va'Shamayim" (Tehilim 123:1) and similar verses. They will be Levad (alone) in their land; no other nation will be with them.
Malbim: They dwell separate from all acts of sin, and even so they are in a forest full of evil tearing Chayos. I request that You graze them in Karmel, which is full of grain (have Hashgachah over them so they will have all their needs).
Our text of Radak says v'Yishkenu; there is no such verse. Surely the text should say v'Yashnu; that verse discusses dwelling in the Midbar and forests without fear of Chayos! (PF)
What is the meaning of "Ya'ar b'Soch Karmel"?
Rashi citing Targum Yonasan: They were desolate like a forest ? they will be settled like Karmel, which is a settled place.

Why does it specify "Vashan v'Gil'ad"?
Radak: They are in Ever ha'Yarden. It is a good, fat pasture.
Malbim: They are [pasture] in Eretz Yisrael ? i.e. the exiles will return to Eretz Yisrael.
