Rosh Hashanah 17a: Hashem is "Nosei Avon" (bears sin) for one who is Over Al Pesha (overlooks what others sin against him).

In the Torah, it says "Nosei Avon va'Fesha v'Chata'ah" (Shemos 34:7). Why does it say here "Nosei Avon v'Over Al Pesha"?

Malbim: The Torah says that He bears the sins and does not punish, but it is guarded for the proper time ? "v'Nake Lo Yenakeh" (34:7). The future will be different 1 . He will totally remove Pesha (rebellion not based on heresy or crooked intellect). Avon will be like before ? He bears it, but it is guarded; it is not totally removed. This is the Midah of Erech Apayim ? He bears Avon and Pesha, and does not totally remove it; He delays and does not punish immediately. In the future, this will apply only to Avon 2 .

Hashem does not change, just He will conduct differently with His creations. (PF)

Why will it not apply to Chet? The coming verse says that He will cast their Chata'os to the depths. Perhaps He will do so immediately, and not bear them for even a short time. (PF)

What do we learn from "l'She'eris Nachalaso"?

Rosh Hashanah 17a: Hashem is "Nosei Avon" for one who makes himself like Shirayim (secondary, and not primary 1 ? Aruch 2 ; lowly ? Chidushei Agados Maharal 17a).

Radak: This is those who will remain when the redeemer comes. Malbim ? even though initially, He afflicted them for their sin, for the generation at the end of days, He will bear their sin [without afflicting them].

What is the significance of "Lo Hechezik la'Ad Apo"?

1.

Radak: Even though they were liable - they did not leave Galus due to their evil deeds - He will not look at their deeds forever.

2.

Malbim: Even though He will bear Avon and delay punishing for it, He will not bear the anger forever. This will be via two other Midos that will be aroused - "Rachum" and "Rav Chesed" (Shemos 34:6). He will pardon due to Chesed.

Where else do we find that Hashem desires Chesed?

Radak: "V'Rav Chesed" (Shemos 34:6).

Why does it mention here that Hashem desires Chesed?

Radak: When the time for redemption comes, His Chesed will overpower their sins.
