Why does the Torah specify "Kol Cheilev Shor, Kesev va'Eiz"?

1.

Torah Temimah (citing Kerisos, 4a): To preclude the Cheilev of a Chayah and of a bird which are permitted. 1

2.

Chulin, 117a: To restrict the Isur Cheilev to Cheilev which is common to all three, permitting the Alyah, which a Shor does njot possess. 2

Refer to 3:17:1:1.

2

See Torah Temimah, note 96.

2)

Why does the Torah add the word "Kol Cheilev ... Lo Socheilu"?

1.

Yoma, 74a: To include in the Isur the Cheilev of a Koy (a Safek Beheimah, Safek Chayah), and a Chatzi Shi'ur Cheilev of a Beheimah 1 - even though they are not included in the punishment (of Kareis).

1

This is the source of the principle 'Chatzi Shi'ur Asur min ha'Torah'.
