Malbim: We learn from "va'Aru Im Ananei Shemaya k'Var Enash Ase...; v'Lei Yehiv Shiltan vi'Ykar u'Malchu" (13-14). The Var Enash are Kedishei Elyonin, with Mashi'ach Elokei Yakov at their head.
