What is the significance of four wings and four heads?

1.

Rashi: When Alexandrus Mukdon died, he divided his kingdom among four rulers, like it says in Sefer Yosifun ben Guryon. This third Chayah is Antiyochus. He is called Nemer 1 , for he made decrees on Yisrael that were Menumaros (spotted) and different one from another.

2.

Malbim: The wings show that he flew to the four directions of the world like a bird, and conquered them in a short time.

1

Malbim: A Nemer (tiger or leopard) is a type of lion, but more brazen than it. So Alexandrus Mukdon was stronger and fiercer than all of them. It says below (8:22) that his kingship split into four.

What do we learn from "v'Shaltan Yehiv Lah"?

1.

Rashi: Authority was given to it.

2.

Malbim: Alexander himself ruled over all four heads. Only after his death, the kingdom split into four.
