What are the requirements for Hashem to answer their prayers for relief?

'Rashi' (12): There are three 1 ? they will pray to Me, seek My countenance and repent. Malbim ? sin is the affliction, and Teshuvah is the cure!

It seems that "v'Yikan'u" (they will be submissive) is fulfilled through these three actions. 'Rashi' implies that these correspond to the three afflictions (refer to 7:12:2:1). Seemingly, these three are required even to be relieved from one of them! (PF)
