To whom does "Atem" refer?

Radak: It is all of Yisrael.
2.
Malbim: In Melachim I, 9:6 it explicitly says "you (Shlomo) and your sons." Here it discusses only Shlomo 1 .

If so, why does it use the plural - "Teshuvun Atem va'Azavtem? va'Halachtem?"? Does Malbim mean Shlomo and his entourage? (PF)
