Radak: They mislead them in order to buy their fields and vineyards for a low price, due to the Aniyim's great plight. They bring them to this plight via their schemes. They also intend to buy them for slaves - "Ki Yamuch Achicha Imach v'Nimkar Lach" (Vayikra 25:39).

Radak, Malbim: They buy the Evyon [to be a slave] even for shoes - a pittance.

What is the meaning of "u'Mapal Bar Nashbir"?

Rashi citing Targum Yonasan: We will sell to the poor the discarded grain - what falls from the wheat in the sifter, we will sell it dearly to the poor. Radak - normally, people do not eat it; they feed it to birds in the house. However, when prices are very high, Aniyim eat it amidst their lack.
