What is "Tam"?
Devar Eliyahu: Yashar is one who goes in a good path, based on Chochmah and straight Tevunah. Tam goes in his simplicity.
What is the consequence of "Hen Kel Lo Yim'as Tam"?
Devar Eliyahu: Sometimes a Tam does something foreign - since he was unaware, Hashem does not despise him. He shields him from evil, for he does not know to guard himself.
Malbim: Afflictions of a Tzadik cannot be for his evil.
What is the consequence of "v'Lo Yachazik b'Yad Mere'im"?
Rashi: He will not support your haters who do evil to you.
Devar Eliyahu: Since Hashem does not strengthen strong-arms, in the end they will fall. "Ha'Elokim Yevakesh Es Nirdaf" - even if a Tzadik pursues a Rasha, Hashem will not support the Tzadik 1 , since he seeks another's evil. This is unlike a Tam, who does not intend to harm.
Malbim (19): Success of a Rasha cannot be for his good.
Many miracles occurred for Pinchas when he went to kill Zimri (Rashi Bamidbar 25:8, Targum Yonason)! Perhaps Divrei Eliyahu discuss a Tzadik who has Reshus to kill a Rasha (e.g. Do'eg is tunneling into a Tzadik's house to steal); it was a Mitzvah for Pinchas to kill Zimri. (PF)
