Why did he say "Im Atah Teshacher El Kel"?

Rashi: If you will request from Him, he will arouse your merits (the coming verse).

Malbim (3): You say that you are a Tzadik. Seek Hashem - if you are correct, He will explain your afflictions (refer to 8:7:1:4).

Why did he add "v'El Shakai Tischanan"?

Devar Eliyahu: First one must arrange Hashem's praise (Teshacher), and afterwards pray (request) - Tischanan. One who prays, his eyes should be down, and his heart up (Yevamos 105b). His eyes should be down, to go straightly with people, and his heart up, with Hashem. Hashem told Avraham "His'halech Lefanai" - above, on condition that "v'Heye Tamim" below. "Shocher Tov", and then "Yevakesh Ratzon." First one must seek how to cling to Hashem's Midos - afterwards, he may supplicate.
