Why was the ram of the Olah brought before that of the Milu'im (the Shelamim)?

Seforno (in Pasuk 2): Because the Olah, like the Chatas, comes to atone 1 (albeit only slightly), after which he and his sons were worthy of becoming inaugurated - via the ram of the Milu'im.
