Ibn Ezra citing Yefes: He saw in the Nevu'ah that he was in Shushan, i.e. Malchus Paras 1 . From there came the destroyer of Malchus Belshatzar. It was as if he was by the Ulai river, just like Yechezkel by the Kevar river.

Ibn Ezra: It is possible that he went to Shushan, and returned to Bavel before Belshatzar was killed.

Why is "va'Er'eh" repeated, and a third time in the coming verse?

Malbim: He saw three future matters that were not yet in existence. (a) He saw that Shushan was the capitol. It was not yet the capitol in Belshatzar's 1 third year. This was only after Paras was aggrandized. (b) Malchei Paras dug the Ulai river only after Paras was aggrandized. It is known that Malchei Bavel did similarly.

Rashi: By the Ulai river.

Ibn Ezra: Uval is like Yuval ? "v'Al Yuval Yeshalach Sharashav", "ka'Aravim Al Yivlei Mayim." Sometimes Aleph is in place of Yud.
