What is the significance of four horns in place of the broken horn?

Rashi: Four kingdoms will stand in place of that nation. Alexander divided his kingdom into four when he died, to four children. In his Sefer, Yosef [ben Guryon] called them four heads of the tiger. They were not the king's sons.

What do we learn from "v'Lo v'Chocho"?

Rashi: The latter kings will not be like the first king ? they were weaker than him.

2.

Malbim: They were not his sons, and did not inherit kingship, just later they will get stronger by themselves, long after his death.
