Why does it say "la'Achashdarpenei ha'Melech u'Pachavos"?

Malbim: The letter was also to the nations, like I explained (7:11). Each nation had nobles fixed via the king and officer. The king's law was given also to them.

Why does it say "v'Nise'u"?

Rashi: They elevated and helped [Yisrael and Beis Hashem].
