Rashi: It is their hands being raised to thank Hashem - "va'Yifros Kapav ha'Shamayim." Ibn Ezra - the root of Mo'el is Alal 1 , like "v'Olalti be'Afar Karni." It is like Alah and Ya'al, which are distinct roots with similar meanings, like Shogeg and Mishgeh.
